Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

GENERAL OBJECTIVES

  • To operationalize the advocacy strategy for Lebanon and establish relevant collaborations for its implementation with external stakeholders and headquarters.
  • Conduct research and advocating on root causes/triggering factors of vulnerabilities faced by our right holders and on limiting factors in the discharge of the humanitarian action by the mission.
  • To design and operationalize a programmatic plan to mainstream Protection and Gender in the mission

Key activities in your role will include

Objective 1: To operationalize the advocacy strategy for Lebanon and establish relevant collaborations for its implementation with external stakeholders and headquarters

  • Define Support the mission team at all it levels and the Country Director in the implementation of the advocacy strategy and action plan integrated within the Mission Strategy.
  • Mapping of key stakeholders and conducting regular power analysis to identify relevant targets to Action Against Hunger messaging and interventions.
  • Liaison, networking and building relationships with donors, UN and diplomatic community as necessary for the strategy and under overall supervision of the Country Director and in collaboration with the Communication & Liaison officer.
  • Responsible for advocacy campaigns when appropriate, in multiple programs as well as co-coordinating advocacy for Action Against Hunger for Lebanon.
  • Guide strategic direction of advocacy initiatives for Action Against Hunger including supporting in the integration of advocacy through proposal development
  • Production of advocacy materials for use by headquarters and ensure Lebanon Advocacy priorities are fed back to headquarters in line with organizational mandate.

Objective 2: Conduct research and advocating on root causes/triggering factors of vulnerabilities faced by our right holders and on limiting factors in the discharge of the humanitarian action by the mission

  • Work closely with the bases and coordination team to discuss and conduct field visits in areas of operation verify generate evidence on practices, humanitarian needs, responses implemented, and remaining gaps to feed evidence-based advocacy.
  • Closely monitor relevant humanitarian and policy issues, including media reports, surveys, statistical reports, databases and relevant literature, as needed to produce reports and background/position papers.
  • Analyse political and normative frameworks affecting humanitarian situation and the overall response (efficiency, effectiveness, humanitarian access, etc.), brief and discuss Action Against Hunger positioning with Country Director and Technical Coordinators.
  • Undertake strategic lobbying on policies and practices based on own generated findings and experiences by engaging with relevant stakeholders. Identify the key linkages among Action Against Hunger programming, root causes of vulnerabilities and potential consequences of deterioration of the humanitarian situation in Lebanon.
  • Capitalize operational information and technical information to feed into the humanitarian national level discussions.

Objective 3: To design and operationalize a programmatic plan to mainstream Protection and Gender in the mission

  • Coordinate and implement with the Gender Officer Action Against Hunger Global Gender Strategy and validated action plan
  • Support the Protection Officer in the development of an action plan to incorporate Protection Mainstreaming principles into regular programming of the mission.
  • Participate and coordinate with relevant Protection and Gender stakeholders.
  • Identify training needs of the teams in the mission and create a plan to increase them to adopt protection standards in the regular programming.

Objective 4: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee´s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee´s abilities.

Do you meet the profile required criteria ?

  • Master degree in Social Sciences, Law or International Relations, humanitarian diplomacy
  • A demonstrated understanding of relevant areas of international law, in particular, international humanitarian law.
  • Programmatic experience on protection standards.
  • Understanding of policy change concepts, logic and dynamics.
  • Good analytical skills and the capability to work in a precise, structured and detailed manner.
  • Must have good drafting and verbal communications skills.
  • Ability to manage competing deadlines and priorities.
  • Demonstrated proactivity attitude and supervisory skills.
  • Previous experience: Acquainted with the Middle East context.
  • At least 4 years of professional experience (preferable in a refugee context)
  • Humanitarian sector knowledge: Mandatory
  • Action Against the Hunger knowledge: A plus
  • Languages: English compulsory, French and Arabic added values
  • IT and specific systems: Strong computer skills in Office environment and data management
  • Mobility (national/ international): Based in Beirut with frequent travels to the bases and with ability to travel to the region and Europe

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Based in: Beirut
  • Formal work contract: 12 months
  • Salary: from 1,870.00 - 2,370.00 Euros gross per month according to candidate´s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.

  • Up to 20% additional remuneration depending on the position´s context and responsibilities (according the grading scale set by Action Against Hunger)
  • House and maintenance covered by the organization (including per diem): package estimated according to the destination.
  • Travel costs to and from the mission.
  • 25 working days of paid leave per year.
  • Break: additional rest period, including travel cost to a reference area and economic help of 215 Euros.
  • Health, repatriation, travel and life insurance covered by the organization.
  • Extra per month and per child (Under 18 years old): from 100 to 225 Euros monthly (according to standard list of Action Against Hunger - Spain).
