  • Ensure oversight and support on ongoing programming to ensure targets and objectives are met
  • Ensure quality control and compliance on all activities
  • Capitalize on processes and lessons learned and develop improved tools and procedures for cash programming within Action Against Hunger, in coordination with the FSL Coordination team



The position has two main objectives:

  • First to monitor and oversee the implementation of Cash Based Intervention projects, to support the reporting of the projects and the identification and drafting of new proposals, to organize, follow up and support the project teams, ensuring that activities are met according to the contractual agreements and the quality standards of Action Against Hunger.
  • Second, to ensure best practices are capitalized upon and strong lessons learned from programming is developed, feeding into Action Against Hunger programming in an adapted and contextually relevant manner.

Key activities in your role will include


Objective 1 : To ensure timely and quality implementation of projects at a base level ( 50%)


  • In coordination with the FSL Co, Head of Base and MEAL Team, design the macro Programme Cycle Management tools, including: monitoring, Indicators MoVs, Activity Progress Reports, Budget follow Up, Project Procurement Plans, to ensure quality and timely implementation of the interventions;
  • To prepare a workplan for each project, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan;
  • To ensure monitoring and evaluation plan of the program is effective and functioning both for direct and indirect results of the projects;
  • To provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan;
  • To prepare project materials alongside with the teams, such as IEC, training modules, workshops, etc.
  • To ensure timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and Admin department;
  • Produce a department Dashboard, including multi-project data on beneficiaries, implementation levels, project maps;
  • To provide verbal and written reports to direct and functional managers on the agreed frequency
  • Support the development and improvement of staff under the positions management structure and improve both skills and knowledge amongst the team
  • To ensure proper archiving of technical supporting documents

Objective 2 : To contribute to the comprehension and support to the implementation of food security and Livelihoods strategy (30%)


  • Collect and evaluate information on food security and the living conditions of the populations
  • Identify the needs of the most vulnerable populations
  • Identify the needs of the vulnerable local population and propose how to meet these needs at a base level.
  • Actively coordinate with other agencies implementing food security and livelihoods projects
  • Direct involvement in the drafting of both FSL reports to donors and new proposals coordinating the field staff inputs and ensuring that are meeting the quality required
  • Represent Action Against Hunger in regional working group meetings in line with Action Against Hunger Lebanon Strategy and under the supervision of Head of Base and Food Security and Livelihoods Coordinator
  • Represent Action Against Hunger in food security and livelihoods meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers
  • Deliver a short report (1-2 pages) reflecting the food security and livelihoods situation in the targeted area with proposed solutions every quarter (every 3 months)

Objective 3 : Capitalise and Develop Learning Processes from Programming (20%)


  • Take lessons learned from the pre-existing programming and approaches and develop learning outcomes
  • Capitalise existing programming and provide high quality analysis and evaluation of approaches
  • Liaise with various stakeholders to draw out benefits and challenges
  • Work closely with the MEAL department to provide quality analysis and synthesis of information

Objective 4 : Security


  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5 : Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee´s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee´s abilities.

Do you meet the profile required criteria ?


Training/ Education:

  • Bachelor´s degree in economics, international relations, humanitarian action or any related field
  • Specific trainings on Programme Cycle Management.

Technical specific knowledge:

  • Good understanding of FSL Interventions and cash delivery modalities
  • Experience with KACHE systems advantageous
  • Good understanding of the country context, good context analysis skills
  • Excellent information synthesis and presentation

Previous experience:

  • At least 3 year experience working in programme management position in humanitarian and development organizations
  • Demonstrable experience leading a team in a diverse and challenging environment
  • Previous experience with Food Security and Livelihoods.

Humanitarian sector knowledge:

  • YES

Action Against the Hunger knowledge:

  • experience with ACF compulsory


  • English Mandatory. Arabic an asset

IT and specific systems:

  • Good skills in Microsoft Word, Excel, Outlook and knowledge of smart phone applications for CBI

Our remuneration package:


  • We offer immediate incorporation to a dynamic international network with the following remuneration package:
  • Salary: from 2126 USD to 2400 USD gross per month according to candidate´s previous experience. Action Against Hunger - Lebanon remuneration system allows a salary progression based on the annual development appraisal.
  • LBP 8,000 daily transportation allowance on working days
  • Social security registration and NSSF family allowance if eligible
