The Country Director (CD) is the maximum responsible of Action Against Hunger in the mission. In coordination with the desk officer, he/she will ensure the correct management of resources in order to achieve the strategic objectives.

He/she will ensure the following of the national strategy, maintaining quality and relevance of the carried out actions, always under the organization?s mandate.

The CD, through his/her leadership, will motivate the team, anticipating and managing possible conflicts. He/She will encourage innovative focus and will supervise the coordination team. Likewise, he/she will be defining the training strategy and professional development of his/her team, above all off the national one.

The CD is responsible for the security of his/her team, he/she will promote, encourage and supervise the implementation of the charter of principles of Action against Hunger, as well as of its ethics code and anti-fraud politics.

Key activities in your role will include

Objective 1: Holds the overall responsibility for the mission's strategy and Project Cycle Management, and therefore.

  •  Monitors the political, socio-economic and humanitarian context and informs about it through specific minutes and/or monthly reports
  • To review operational and projects/program implementation plan on regular basis and monitor the progress in coordination with the coordination team according to the local context and evolving humanitarian and development needs

Objective 2: Oversees the Logistics and Administrative Coordinators who has overall responsibility for the mission's financial, administrative and logistics tasks.

  •  To ensure ACTION AGAINST HUNGER logistic and Amin/final systems and polices are implemented at the mission level
  • To define a fundraising strategy (public and private donors) to channel resources for the Country Strategy implementation.

Objective 3: Holds the overall responsibility for the mission's HR management (except recruitment, selection and dismissal of expatriates), compliance with HR policies, national labour laws, mission's internal regulations, and international codes of conduct and therefore.

  • Coordinates and follows up on activity planning of all the mission's Deputy Positions.
  • Coordinates and follows up on activity planning of all the mission's Coordination Team members, both at Damascus coordination level as well as the ACTION AGAINST HUNGER Syrian Hub in Lebanon

Objective 4: Holds the overall responsibility for assessing the security situation, for providing general security guidance and for taking appropriate action in case of particular security incidents.

  • Assesses on a daily basis the security situation through active information gathering and monitoring
  • Establish and communicate the organisation's stance to the staff toward risks and its limits
  • Promotes, supports and follows up on application of mission's Security Guidelines by national and expatriate staff

Objective 5: Advocacy and External Relations.

  • Develops and maintains relationships with key stakeholders, such as donors, authorities, international and national partners, counterparts, beneficiaries, the press and other external actors related to ACTION AGAINST HUNGER activities
  • Engages in active fund raising (development of relationships with potential donors, both public and private)
  • Negotiates with external actors (SARC, ACSAD, Ministries and etc,)

Do you meet the profile required criteria?

  • Studies in International Cooperation/Development
  • Knowledge of key (public and private) donors of the sector
  • Emergency Response coordination
  • Strategic and operational planning
  • Team management and leadership
  • Knowledge of ACTION AGAINST HUNGER technical areas of work (WaSH, FSL, Nut, DRR): desirable
  • Logistics and administration of humanitarian organizations
  • Human Resource management
  • Experience in Project Cycle Management
  • Context and risk analysis
  • Data analysis and reporting
  • Security management in complex security contexts
  • Capacity of acting as spokesperson
  • Minimum 5 years in INGO management/coordination (Country Director level)
  • Familiarity with the political and economic context of Middle East
  • Experience in identification, negotiation and management of development and emergency response projects.
  • Command of issues related to the humanitarian system and International cooperation.
  • Humanitarian Diplomacy, negotiations skills for conflict environments
  • Effective and efficient implementation of multiple concurrent activities
  • Work under pressure with very tight deadlines and complex environment
  • English - Fluent ; Spanish - desirable ; Arabic language skills A plus
  • Windows domain (especially: Excel, Word, PowerPoint)
  • Mobility national and internacional
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: 24 months.
  • Base: Syria (Damascus), with trips to the field, HUB in Beirut when required.
  • Compensation packaged: from 40.548,0  to 48.048,0 euros gross/year divided in 12 payments and based on experience y context. This salary includes a base salary + context plus + living expenses and per Diem (*)
  • (*) in local currency subject to unexpected changes in currency exchange)

 In addition:

  • Guest House or similar accommodation covered by the organization
  • Travel costs to and from the mission.
  • Expat Health, repatriation, travel and life insurance covered by the organization
  • Extra per month and per child (Under 18 years old): from 100 to 225 euros monthly (according to standard list of Action against Hunger -Spain).
  • Break: additional rest period, including travel cost to a reference area and economic help of 215 euros.
  • 25 working days of paid leave per year.
