You'll contribute to ending world hunger by ...

The Civil Engineer is responsible for the daily technical planning, supervision, monitoring and reporting of the field activities of construction, and for ensuring proper coordination with contractors, municipalities, other authorities and related Action Against Hunger departments. The position requires extensive field work and movement between several worksites.

Key activities in your role will include

Objective 1 : To ensure timely and quality implementation of ECHO consortium construction activities (50 %)


  • Design the Technical assessments of the works at field level.
  • Plan Emergency and PRP construction related activities in the assigned sites, such as rehabilitation and construction of irrigation channels, bill of quantities of the pertinent activities, technical specifications, mapping designs...
  • Follow up the construction and rehabilitation works of different irrigation infrastructure (Mechanical and Structural) in collaboration with the skilled and unskilled labour on daily basis to ensure the quality of construction work.
  • Ensure the timely implementation of field works as per the predefined schedule.
  • To provide weekly work-plans and tasks to the Field Officers based on project work-plans and ensure good allocation of tasks through follow ups with Field Officers
  • Monitor the contractors work including the work plans and quality.
  • Ensure proper monitoring of the warehouses with focal person
  • Ensure supervision of the skilled workers involved in the project
  • Support in ensuring the quality and quantity of material at field according to agreed plans and BoQs.
  • Support in building relationships between Action Against Hunger, district authorities, municipalities and communities.
  • Resolve the conflicts on construction site.
  • Issue and sign the work done certificates as per Action Against Hunger design.
  • Support in the hand over the Emergency and PRP infrastructure to local stakeholders (municipalities, communities, etc.).
  • Ensure safety procedures and rules are respected in the field by all workers.
  • Ensure that participants are well supervised and organize the working groups and workplan of beneficiaries.
  • Represent Action Against Hunger with different community stakeholders at field level.
  • Maintain good communication with local partner organizations and beneficiaries on the field
  • Participate to engineer meetings, workshops, training and seminars organized by Donors or other partners, upon request of the line manager or Protection PM

Objective 2 : Engineering Support to other Departments (20%)


  • Support other active programming departments at the base level with relevant engineering advice and support
  • Participate in the design and oversight of the implementation of activities
  • Provide departments with support and guidance on compliance and quality control of implemented activities

Objective 3: Finance, Logistic and Administration (10 %)


  • Support the Protection PM in the organization of day-to-day logistics, and administration activities
  • Submit PRs following the time-frame and guidance procedures
  • Manage all related program equipment and materials in close consultation with the Protection PM. Maintain and ensure proper Project asset register.
  • Regular update of BoQ (update with final price as per PFU document)
  • Support the Protection PM in the supervision and control of expenses related with the activities of the project (procurement planning)
  • Support the Protection PM in ensuring the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement

Objective 4: Reporting (20 %)


  • Prepare regular verbal and written reports on the progress of construction for the assigned sites to the Protection PM on the agreed frequency
  • Inform and report the anomalies and the challenges carried out during the implementation phase of the program.
  • Report weekly activities and transportation needs.
  • Contribute to Projects and beneficiaries data collection and reporting.
  • Reporting to Protection PM and HOB whenever required

Objective 5: Emergency


  • Knows and understands the emergency mandate of the organization / its specific project.
  • Knows its role and responsibilities in case of emergency, provide factual feedbacks to its line manager contributing to the improvement of the response mechanism.
  • Demonstrates flexibility in regard to the task allocated in case of emergency (within scope of JD).
  • Willing to be deployed in case of emergency response to other work areas, within operations areas of country mission.
  • Curious and willing to discover and gain competencies in new topics/ sectors (multidisciplinary)
  • Willing to be seconded to partners agencies in case of emergency responses in the scope of consortium projects.
  • Ensure at any time the appropriate level of preparedness required by its position and its responsibilities in case of emergencies.

Objective 6 : Security


  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 7 : Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee´s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee´s abilities.

Do you meet the profile required criteria ?

Training/ Education:

  • Degree and/or Master Degree in Hydraulic Engineering (preferred) or other relevant engineer degree and development studies appreciated.

Technical specific knowledge:

  • Dynamic, good team player, result oriented and professional humanitarian aid worker with experience of FSL/WASH interventions. We are looking for a problem solver, with a flexible mind-set, the ability to deal with practical FSL/WASH solutions and to think strategically.

Key requirements include:

  • Technical knowledge in calculating and implementing and supervising construction and engineering interventions;
  • Significant experience in working in collaboration with local partners, government bodies, and INGOs;
  • Good knowledge of project cycle management;
  • Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to managers.

Previous experience:

  • At least 3 years experience in engineering work, and at least 1 years experience in implementing FSL and/or WASH projects in development and/or humanitarian projects in the NGO/INGO sector. Specific knowledge in labour intensive interventions is an asset.

Humanitarian sector knowledge:

  • Knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country

Action Against the Hunger knowledge:

  • Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or middle-East region as an asset


  • Native Arabic compulsory, Good level of English

IT and specific systems:

  • Windows domain, Autocad and GIS software. Compulsory expertise in Excel.

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Based in: Bekaa
  • Area: WASH/FSL
  • Formal work contract: 8 months
  • Salary: from 1873 USD to 2226 USD gross per month according to candidate´s previous experience (according to standard list of Action Against Hunger - Spain).
