Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.


The Deputy Country Director Support will ensure that priorities for the team are coordinated with the Deputy Country Director for Operations and the Hub Coordinator according to the strategy designed by SMT and approved by CD and HQ.

The Deputy Country Director assists the Country Director in managing and coordinating the departments of Logistics, HR and Finance while ensuring their alignment with the mission strategy and programmes, in close coordination with Deputy CD Contracts management and Hub Coordinator. Serve as acting CD if/when required.

Key activities in your role will include

Objective 1: To manage the mission logistic, administration, human resources and training departments, keeping in mind the final objective of improving the operations and projects efficiency

  • Ensure that support functions are strengthened and appropriate systems are in place to adequately support programs implementation in all aspects, providing CD with a monthly report on implementation with recommendations;
  • In close collaboration with country director, Deputy CD-Contract Management and Hub Coordinator, ensures optimal communication/coordination between programs and support departments.

Objective 2: To define and follow up support departments strategies

  • Ensure that support functions are characterized by quality, consistency and compliance in lines with Action Against Hunger strategic priorities, guidelines and Law requirements;
  • Ensure the setting and follow up of the mission´s HR policy and coordinate its implementation in the capital and in all bases in accordance with the Syrian legislation, HR policy and Action Against Hunger staff development.

Objective 3: Security

  • Ensure that Log Co timely updates the mission security policies and documents and prepare them for the CD to validate.

Objective 4: External relations

  • If necessary, and under CD coordination and instructions, represent Action Against Hunger in the various coordination bodies or in front of stakeholders.

Objective 5: Others

  • Serve as Acting Country Director if/when needed;
  • To consolidate situation reports to be validated by CD and sent to HQ;
  • Promote commitment to Action Against Hunger charter and prevention on power abuses.

Do you meet the profile required criteria ?

  • Masters in Humanitarian or Development Studies or other related field or substantial Humanitarian and Development experience.
  • Knowledge in Logistic, Administration/finance, HR, and PCM
  • Team Management
  • Demonstrated staff capacity building and management skills
  • 5 years experience in similar positions or head of a large field office or Country Director
  • Strong experience in logistics, admin, HR, MEAL
  • Experience in drafting of proposals for humanitarian and development programmes
  • Excellent knowledge of donor (EU, ECHO, UN, AECID, etc.), rules and regulations.
  • Good management and representation capacity.
  • Experience in risk management
  • Languages: English fluent, Arabic: an asset
  • Strong computer skills: facility with MS Word, Excel, PowerPoint, and email/internet software
  • Action Against Hunger tools : GESPRA, NHF, AGRESSO and SAGA (a plus), HRIS
  • National and International mobility

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: 12 months with possible extension.
  • Base: Damascus.
  • Excellent remuneration package

In addition:

  • Guest House or similar accommodation covered by the organization
  • Travel costs to and from the mission.
  • Expat Health, repatriation, travel and life insurance covered by the organization
  • Extra per month and per child (Under 18 years old): from 100 to 225 Euros monthly (according to standard list of Action against Hunger -Spain).
  • Break: additional rest period, including travel cost to a reference area and economic help of 215 Euros.
  • 25 working days of paid leave per year.
