Action Against Hunger (AAH) South Caucasus has an opening for a full-time Program Manager based in its Tbilisi office to work on a technical assistance programme in Azerbaijan under the project Economic Participation of Internally Displaced Persons and Vulnerable Local Population in the South Caucasus. The project is financed by the German Agency for International Cooperation (GIZ) and aims to support the increased participation and economic and social inclusion of IDPs and vulnerable host community members, by increasing their access to employment, entrepreneurial and education opportunities.

The Program Manager will be responsible for overseeing a program of technical assistance that will assist Azerbaijani counterparts in successfully implementing an employment and entrepreneurship initiative in several locations in Azerbaijan using AAH´s Employment & Entrepreneurship Shuttle methodology. This approach aims to assist the personal and professional development of IDPs and vulnerable members of the local population by improving their employability and entrepreneurial competences to enable them to find employment, return to education or develop their own business. The Program Manager will be trained in all aspects of this methodology and will be expected to travel regularly to Azerbaijan to support and advise local coaches in the implementation of employment and entrepreneurship shuttles.

Key activities in your role will include

  • Organize and participate in the methodological trainings of Employment & Entrepreneurship Shuttles in Azerbaijan;
  • Carry out monthly visits to project locations in Azerbaijan to meet the shuttle coaches to provide support, advice and recommendations;
  • Schedule weekly Skype meetings with coaches;
  • Deliver monthly reports providing critical evaluation of the project progress;
  • Consolidate beneficiary database on a regular basis to follow the achievement of set indicators and provide feedback;
  • Support in the implementation of Corporate Volunteering and organizing networking events;
  • Organize methodological meetings of the coaches;
  • Ensure project activities comply with the policies and regulations of the donor organization;
  • Oversee the development and execution of project deliverables;
  • Ensure project objectives are met through strong monitoring processes;
  • Ensure close collaboration and coordination with stakeholders to guarantee smooth implementation of activities and achievement of results;
  • Demonstrate commitment towards gender equality issues.

Do you meet the profile required criteria ?

  • University degree or technical diploma in a relevant field;
  • Minimum of 5 years experience in Program Management in a field context;
  • Strong understanding and knowledge of economic integration of IDPs and vulnerable host communities;
  • Knowledge of employment and business development approaches;
  • Experience in delivering skills development trainings and capacity building programmes are a significant advantage;
  • Prior knowledge on and/or work experience in Azerbaijan an asset;
  • Proposal and report writing skills;
  • Georgian and English language fluency;
  • Knowledge of Azerbaijani or Russian language is an asset;
  • Computer skills including proficient knowledge of Microsoft Office programs (Word, Excel etc.);
  • Ability to organize, support and motivate the project team;
  • Excellent diplomatic, communication and negotiation skills;
  • Flexible with respect to working hours and place of work;
  • Good human relations, diplomacy, organizational and facilitation skills.

Our remuneration package:

  • Based in Tbilisi with regular monthly field trips to project locations in Azerbaijan;
  • 40 hours working week; overtime required occasionally;
  • Contract according to Georgian Labour Code;
  • Salary range: 3643 - 4289 GEL gross (depending on candidate's experience);
  • Health insurance.
