You'll contribute to ending world hunger by ...

  • Participate in quality control and compliance on other LPC interventions, in collaboration with other Action Against Hunger technical Departments and consortium´s partners
  • Ensure quality control and compliance on all Cash-Based activities within the LPC
  • Provide strategic technical direction to the program by coordinating the development of the technical aspects in the implementation and ensuring appropriate consultations with stakeholders at all levels
  • Capitalize on processes and lessons learned, ensuring that MEAL data are collected, analyzed and used to inform programmatic decisions, tools and processes development

Key activities in your role will include

POSITON SPECIFIC OBJECTIVES AND TASKS

Objective 1: To support humanitarian intervention under the LPC and Action Against Hunger (40%)

Tasks

  • Support the emergency interventions of the organization as per the employee´s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee´s abilities.
  • Coordinate with LPC partners for the implementation of the CPA, with focus on the integration of CBI in the Protection Response Plan.
  • Support the implementation of the Community Protection Approach and the development of the Protection Response Plans under the LPC
  • Support the Protection team in the rolling out of the CPA, data analysis and development of the PRP
  • Work jointly with the LPC Supervisor to ensure timely and quality implementation of the activities in line with the project workplans
  • Provide verbal and written reports on the activities to the Protection PM on the agreed frequency, and participate in drafting monthly APR and donors? report
  • Report possible problems or conflicts during the activities to LPC Programme Manager
  • Contribute to project and beneficiaries data collection and reporting
  • Proactively solve technical challenges which may arise during program implementation and when necessary draw upon the expertise from Consortium?s team

Objective 2 : To set up and operate proper implementation systems for CBI and non-food items distribution within the LPC (30%)

Tasks

Ensure technical support for the identification and design/development of cash based interventions and non-food items distribution, to be implemented under the Lebanon Protection Consortium in coordination with the Protection PM and Field Supervisor, including, but not limited to:

  • Market analysis
  • Risk assessment and mitigation measures
  • SOPs
  • Compliance modalities (admin and logistics) and relevant means of verification
  • Monitoring (PDM and other MEAL tools)
  • Selection criteria (beneficiaries, shops, markets, etc)
  • Integration of protection aspects and protection mainstreaming in all phases of the CBI

Participate in the quality control of the CBI activities, developing tools and processes

Actively coordinate with LPC partners (specifically with the Emergency Response TRG) for the development of harmonized tools for CBI

For any KACHE intervention, provide technical support and ensure strong coordination with:

  • the Logistic Department in the selection and management of shops / suppliers (selection criteria, contracts negotiation, quality control, etc)
  • the Admin Department in the definition of administrative aspects (redeemed voucher calculation, shops payments / compliance phase)
  • the MEAL Unit in the definition of monitoring tools, practices and methodology, market assessments and analysis

Objective 3 : To build the capacity of LPC key staff in CBI implementation in coordination with the LPC Programme Manager and supervisor (20%)

Tasks

  • Provide training and build capacity of the LPC staff members (particularly field officers) on CBIs implementation modalities, monitoring, risk assessment and mitigation measures
  • Provide training to LPC?s partners on CBI implementation if requested
  • Provide technical inputs to and coordinate with Logistics Department on criteria for shops selection, shops contracting procedures and negotiations, voucher booklet anti-forgery design and printing), and CBIs KitLog
  • Provide technical inputs to and coordinate with administrative department on voucher redemption and compliance phase, Action Against Hunger admin procedures and tools for CBIs
  • Provide technical inputs to and coordinate with MEAL Unit on monitoring of CBIs including use of related tools

Objective 4 : To capitalize, develop Learning Processes from CBI Programming and provide technical support on Action Against Hunger CBIs in the Bekaa (10%)

Tasks

  • Take lessons learned from the pre-existing programming and approaches and from on-going interventions to develop learning outcomes
  • Capitalise existing programming and provide high quality analysis and evaluation of approaches
  • Liaise with various stakeholders to draw out benefits and challenges
  • Work closely with the MEAL department to provide quality analysis and synthesis of information
  • Provide technical support to other Departments, particularly FSL Department, on CBI activities (farmers? market and KACHE interventions)
  • Identify new potential areas for intervention and CBI modalities, through market and gap analysis
  • Represent Action Against Hunger in Basic Assistance working group in the Bekaa and other meeting upon Programme Manager?s request
  • Participate in internal workshop and strategic discussion on CBI within Action Against Hunger

Objective 5 : Security

Tasks

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Do you meet the profile required criteria ?

KNOWLEDGE AND EXPERIENCE REQUIRED:

Training:

  • Cash Based Interventions (CBIs)
  • CBIs tailored M&E tools and methodologies
  • CBIs log and admin tools
  • Protection and gender mainstreaming in project formulation, implementation and monitoring
  • PDM

Technical specific knowledge:

  • Excellent knowledge of cash-based interventions (including technical guidelines, standards, M&E, logistic and administrative procedures).
  • Proven knowledge and technical skills in design, implementation and monitoring of CBIs.
  • Good knowledge on other Food Security and Basic Assistance activities (kit distribution, basic services provision).
  • Market assessments and analysis (RAM, EMMA).
  • Ability to produce tools, including for MEAL, logistic and admin department to roll out the intervention.
  • Experience in Integrated Protection programs, including protection mainstreaming in CBI.
  • Understanding of protection and gender in emergency and capacity to conduct gender and protection analysis to feed into the design and implementation of programs.
  • Excellent written and cross-cultural communication skills.

Previous experience (years):

  • University degree in Socio-Economic disciplines, International Cooperation, or other relevant subjects
  • At least three years of professional experience in a similar position.
  • Specific field experiences in CBIs compulsory.

REMUNERATION PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: 7 Months
  • Salary: from 1873 USD to 2226 USD gross per month according to candidate´s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
