General description of the position

Under the supervision and the technical support of the Middle East Wash Advisor, the Wash Master Development Coordinator (WMDC) will work in close collaboration with the German Jordanian University (GJU), the Bioforce Institute (BI) and the UNICEF MENA (UNICEF) office to design a new innovative Wash Master based in the Middle East.

The project is divided in 2 main phases: One 18th months preparation phase (related to this Job Description) and a second phase (2020-2025) which will consist on launching and monitoring the Master Wash.

You will be responsible to ensure that a sustainable curriculum for the Master will be designed on a participative ways with GJU, BI, UNICEF and the main WASH actors in the Region. The Master have to be accredited by the Jordan Ministry of Higher Education. The WMDC will closely work with GJU in order to put in place all technical, administrative and logistic process necessary to launch the Master in October 2020.

50% of the time will be dedicated to support ACF mission and/or Regional Wash initiative. The type of field request will determined the activities to be done (capacity building, evaluation or assessment activities)

Main responsabilities

  • Support GJU in organizing regular steering committees
  • Support GJU and BI to conduct a comprehensive Market survey for the Wash Master.
  • Support GJU and BI to design the WaSH Master curriculum and have the WaSH Master accredited by the Ministry of Higher Education
  • Support GJU in developing a viable business plan for the Master by including possibilities for internal/external scholarship
  • Support GJU in designing a fair and gender balanced Master candidate selection process as well a clear administrative policy.
  • Organise an induction training to humanitarian and wash aspects for GJU staffs.
  • In order to disseminate this new Master, to design, with the support of GJU and the ACF Regional communication department, a marketing and communication plan.
  • To provide support (based on field request) to ACF Regional Wash advisor and/or ACF missions based in the Region (Potential countries: Jordan, Iraq, Lebanon, Syria, Egypt, OPT). The type of support could be (but not exhaustive): Training, coaching, evaluation, assessment, proposal design etc.

Do you fit the requested profile ?

You have a University Degree in WASH and/or Public Health with 5 to 7 years? relevant professional experience. You demonstrate strong understanding of the wash activities portfolio. You have Experience in development, climate change, IWRM (Integrated Wash Resource Management) and Wash governance is an asset. Having a proven experience in the Middle East is an asset.

You have a high level of coordination and communication skills and you speak and write English fluently, Arabic is an asset.

Specific conditions / Salary

  • Monthly gross salary from 1 805  to 2 305 Euros upon experience.
  • + Per Diem for the expert (276Euros/month); COLA for the expert (358Euros/month); COLA partner + children (358Euros each/month). No COLA will be paid to partner if he/she is working in other organization. In this case, child allowance will be 50% covered by the partner.
  • + Private accommodation (726Euros/month for single person; 907Euros/month for a couple; 1,089Euros/month for a family). Only 50% paid by ACF to the expat if the accommodation is shared with someone working for another organization.
  • + Charges (electricity, water, fuel for heating, etc.). Single person: 78Euros/month from April to October & 181Euros/month from Nov. to March; Couple: 84Euros/month from April to October & 211Euros/month from Nov. to March; Family: 90Euros/month from April to October & 242 Euros/month from Nov. to March. Only 50% paid by ACF to the expat if the accommodation is shared with someone working for another organization.
  • - Transportation allowance for break: 121Euros/month
  • - For contracts above 12 months, one flight ticket for all family members to place of origin unless the partner is working for another organization. In this case, Children ticket will be 50% covered by the partner.
  • - Medical insurance.
  • - 25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year.

Work context

Jordan mission is a dynamic mission rapidly growing; with large scale WaSH and Livelihoods projects being implemented in host communities and refugees camp, Mental Health sector is being now developed. Country strategy combines emergency and development projects to address needs of Syrian refugees and vulnerable Jordanian in a holistic approach.

Jordan is considered as a stable country where security conditions enable a safe implementation of the projects.

Amman is a pleasant city where you may have a good social life as well as weekend trips outside the city. Access to certain areas is limited and female staffs cannot walk alone in the street after 10pm.

Amman climate is cool in winter and not too hot in summer. Accommodations are comfortable. There are many leisure opportunities in the country and in neighbored countries in the Region.
