You'll contribute to ending world hunger by ...

The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is a senior technical post which reports directly to the Partnership Manager. The post holder will work closely with program managers and MEAL staff to develop and implement a comprehensive MEAL system using Action Against Hunger MEAL standards, donor standards and other innovative international standards.

Key activities in your role will include

Objective 1: MEAL System design, set-up and implementation

  • Design, lead and manage processes to establish the partnership´s MEAL system at Action Against Hunger and with partners in compliance with Action Against Hunger´s global and regional policies, procedures, standards and strategic initiatives, and reporting policies and guidance.
  • Support the project teams and MEAL teams in the design and implementation of assessments, gender analysis, barrier analysis etc; including support to the MEAL team in the UK when it will conduct the baseline, mid-term review, and end-line surveys
  • Ensure the consistency and relevance of indicators and tools across all partners, sectors, and programs as appropriate, maintaining a bank of key program indicators.
  • Support programming staff to incorporate feedback mechanisms into community level MEAL systems and tools; especially beneficiary accountability.
  • Collect and analyze information to provide lessons learned and best practices from previous and ongoing programs capturing the changes expected of the intervention to ensure they validate the project´s theory of change
  • Leverage lessons learned, best practices, program information, evaluations and other information to generate knowledge, donor communication pieces, proposal annexes, success stories, case studies and other high-quality, results-based documentation.
  • Provide input into budget management issues related to the MEAL components of the project.

Objective 2: Capacity strengthening

  • Support the recruitment of MEAL project staff that will support the implementation of the project´s MEAL framework
  • Form and facilitate a partnership-level MEAL Technical Working Group to review and address MEAL needs;
  • Provide training and follow-up refresher training on MEAL sufficient to equip Action Against Hunger staff, international and national partners to undertake effective monitoring, evaluation and learning at field level in all implementation areas; identify and fill training gaps;
  • Act as the MEAL technical liaison point person for the project;
  • Where applicable, conduct field monitoring visits with project teams and implementing partners.

Objective 3: Reporting and data management

  • Compile and analyze data and facilitate learning-to-action discussions within the Action Against Hunger and others;
  • Share evidence with the MEAL team in UK to make sense of global trends and how they intersect with key evaluation questions
  • Work with MEAL and IT/IM staff to identify the best strategy to digitize data as quickly as possible.
  • Support the MEAL and program team to develop strong project tracking, record keeping and filing methodologies for all activities
  • Prepare reports to track progress for Action Against Hunger and the donor;
  • Design and prepare appropriate reporting content for different audiences on monthly, quarterly, semi-annual and annual basis for key stakeholders and the donor.

Do you meet the profile required criteria ?

  • Post-graduate degree in a relevant discipline such as operations research, quantitative analysis, monitoring and evaluation, statistics, etc.
  • Advanced-level study of a one of the areas covered by the project (e.g. food security, livelihoods, WASH, nutrition, disaster risk reduction) would be an advantage.
  • Extensive experience on project cycle management, research, data gathering and management, quantitative/qualitative analysis and English reporting.
  • Gender mainstreaming related experience
  • Demonstrated MEAL field experience and competencies in collecting, manipulating, synthesizing, analyzing and presenting data to a variety to audiences.
  • Experience in developing and monitoring accountability systems.
  • Ability to conceptualize, perform and direct team research and writing of technical documents.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Budget management experience preferred.
  • Excellent communication skills in English both oral and written. Arabic would be an asset.
  • Excellent and high-level analytic and computer skills for database use and management in database packages such as MS Access, CS Pro, etc. and data analysis packages such as SPSS, STATA, etc. as well as the MS Office packages.
  • Mobility: national and international

  • Formal work contract: 2 years from starting date
  • Base: Damascus
  • Excellent remuneration package

  • Extra per month and per child (Under 18 years old): from 100 to 225 Euros monthly (according to standard list of Action against Hunger -Spain).
  • Break: additional rest period, including travel cost to a reference area and economic help of 215 Euros.
  • 25 working days of paid leave per year.
