Action Against Hunger (AAH) Spain, as part of the Action Against Hunger International network, is an international non-governmental, private, apolitical, non-confessional and non-profit organisation that fights hunger and its root causes worldwide. Founded in France in 1979 and with 30+ years of experience in conflict zones, natural disasters and response to food crises, Action Against Hunger is one of the most important international organizations specialized in addressing hunger and its underlying causes.

Approximately 500 expatriate and more than 5,000 national employees are working in the International network in almost fifty countries. Action Against Hunger has been operating in the South Caucasus region since 1994 and its current programmes focus on the following areas: Food Security, Livelihoods, Agriculture, Economic and Rural Development

Currently AAH has an opening for a full-time position of Program Manager to oversee the project Promoting inclusive and participatory local development in Akhmeta Municipality, that is funded by the European Union under the European Neighbourhood Programme for Agriculture and Rural Development (ENPARD). The project aims to support the socio-economic integration of disadvantaged rural communities through a bottom-up, community-led approach to rural development. The project will utilise the LEADER methodology, promoting the voices of community members in local development planning and project decision-making processes to improve the quality of life and economic conditions in Akhmeta Municipality. The duration is 42 months and will be run in partnership with the Kakheti Rural Development Foundation (KRDF). It is expected that the successful applicant will spend the majority of their working time in Akhmeta, while also attending meetings and events in Tbilisi and across Georgia.

Key activities in your role will include

  • Oversee the design and planning of all project activities and deliverables;
  • Manage and guide project staff and service providers to ensure all activities are effectively delivered according to project plans and timeframe;
  • Ensure all project activities comply with the policies and regulations of AAH and the donor organization;
  • Support the establishment and capacity development of a Local Action Group (LAG) in Akhmeta Municipality to be able to effectively carry out its tasks and responsibilities;
  • Support the LAG in the development of a Local Development Strategy;
  • Oversee the LAG in the delivery of the sub-grant component, ensuring that it adheres to all expected procedures and norms;
  • o Oversee the contracting of necessary service providers and consultants to support the above processes;
  • Oversee design and production of awareness raising, information and promotional materials (booklets, posters, social media, videos etc.) that may be required;
  • Represent the project with all relevant stakeholders and media;
  • Ensure project objectives are met through a strong monitoring processes;
  • Oversee financial resources of the project and monitor cash flows and expenditures;
  • Draft and submit internal and external reports as required;
  • Demonstrate in project design commitment towards gender equality issues.

Do you meet the profile required criteria?

  • Minimum 5 years project management experience;
  • Significant experience in implementing rural and socio-economic development programming;
  • Knowledge of LEADER methodology an advantage;
  • Experience of implementing sub-grant programmes;
  • Experience in delivering skills development trainings and capacity building programs would be a significant advantage;
  • Excellent report writing skills;
  • Excellent diplomatic, communication and negotiation skills;
  • Good human relations and diplomacy;
  • Good presentation skills;
  • Excellent knowledge of English and Georgian;
  • Computer skills including proficient knowledge of Microsoft Office programs (Word, Excel etc.);
  • Team player with sense of professionalism and loyalty to organization;
  • Motivated by humanitarian aims and be flexible with respect to working hours and place of work.

Our remuneration package:

  • Based in Akhmeta Municipality (primarily) and Tbilisi;
  • 40 hours working week; overtime required occasionally;
  • Contract according to Georgian Labour Code;
  • Saary range: 3643 - 4289 GEL gross (depending on candidate's experience);
  • Health insurance.
