GENERAL OBJECTIVES

  • Ensure the monitoring of ongoing programming to ensure that targets and objectives are met
  • Guarantee the quality of the interventions, in coordination with the other technical and support Departments
  • Build the capacity of staff under line management

Key activities in your role will include

POSITION GENERAL OBJECTIVE

To monitor and oversee the implementation of all FSL projects, to support the reporting of the projects and the identification and drafting of new FSL proposals, to organize, follow up and capacitate the project teams, ensuring that activities are met according to the contractual agreements and the quality standards of Action Against Hunger.

POSITION SPECIFIC OBJECTIVES AND TASKS.

Objective 1 : To ensure timely and quality implementation of FSL projects at a base level (50%)

Tasks

  • In coordination with the FSL Coordinator, Operations Coordinator and Deputy, and support teams, design the macro Programme Cycle Management tools including: monitoring indicators, MoVs, activity progress reports, budget follow up, project procurement plans, to ensure quality and timely implementation of the interventions;
  • Initiate coordination meetings with relevant Departments for the design, launching, monitoring and closure of the programmes;
  • Prepare a workplan for each project, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan;
  • Ensure monitoring and evaluation plan of the program is effective and functioning both for direct and indirect results of the projects;
  • Provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan;
  • Prepare project materials alongside with the teams, such as IEC, training modules, workshops, etc.;
  • Ensure timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in very close coordination with the Logistics and Admin Departments;
  • In collaboration with the Deputy Operations Coordinator and FSL Coordinator, produce a department Dashboard, including multi-project data on beneficiaries, implementation levels, project maps;
  • Provide verbal and written reports (APR and donors report) to direct and functional managers on the agreed frequency;
  • Ensure proper archiving of technical supporting documents;
  • Establish close collaboration with MEAL Department to ensure quality programme monitoring and accountability towards beneficiaries and partners.

Objective 2 : Team management and staff capacity building (30%)

Tasks

  • Divide the tasks and responsibilities between team members according to programmes needs, including delegation systems;
  • Follow-up and evaluate staff performance;
  • Inform the staff on programme activities and Department strategy;
  • Support the staff under line management in developing project planning, weekly planning, monthly planning, and integrating MEAL;
  • Ensure that responsibilities and functional relations are clear within the team;
  • Guarantee team building and motivation;
  • Provide ideas to improve collaboration, coordination and performance within the team and with other Departments;
  • Ensure staff capacity development according to the programmes needs and staff plan (appraisal, training plan, capacity development plan, etc.);
  • Provide regular coaching and feedback sessions, providing adequate updates on progress against development plan and new objectives;
  • In collaboration with HR Department, ensure staff recruitment, induction and integration.

Objective 3 : To contribute to the comprehension and support to the implementation of food security and Livelihoods strategy (20%)

Tasks

  • Follow-up the FSL strategy at base level, based on FSL Coordinator and Deputy Operation Coordinator guidance
  • Collect and evaluate information on food security and the living conditions of the populations
  • Identify the needs of the most vulnerable populations
  • Identify the needs of the vulnerable local population and propose how to meet these needs at a base level.
  • Actively coordinate with other agencies implementing food security and livelihoods projects
  • Direct involvement in the drafting of both FSL reports to donors and new proposals coordinating the field staff inputs and ensuring that are meeting the quality required
  • Represent Action Against Hunger in regional working group meetings in line with Action Against Hunger Lebanon Strategy and under the supervision of Deputy Operations Coordinator and Food Security and Livelihoods Coordinator
  • Represent Action Against Hunger in food security and livelihoods meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers
  • Deliver report reflecting the food security and livelihoods situation in the targeted area with proposed solutions upon request
  • Active participation in the Department structure and functional relation

Objective 4 : Security

Tasks

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5 : Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee´s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee´s abilities.

Do you meet the profile required criteria ?

Training/ Education:

  • Bachelor´s degree in agriculture, economics, humanitarian action or any related field
  • Specific trainings on Programme Cycle Management

Technical specific knowledge:

  • Good understanding of key areas under FSL (Agriculture, CBI, FFA, Agro-Ecology, etc.)
  • Good knowledge on the humanitarian sector
  • Good understanding of the country context, good context analysis skills

Previous experience:

  • At least 3 year experience working in programme management position in humanitarian and development organizations
  • Demonstrable experience building staff capacity.
  • Previous experience with Food Security and Livelihoods

Humanitarian sector knowledge:

  • YES

Action Against the Hunger knowledge:

  • An asset

Languages:

  • English Mandatory. Arabic an asset.

IT and specific systems:

  • Good skills in Microsoft Word, Excel, Outlook and knowledge of smart phone applications for CBI

Mobility (national/ international)

  • National

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Based in: Beirut
  • Area: FSL
  • Formal work contract: 6 months (Renewable)
  • Salary: from 2126 USD to 2400 USD gross per month according to candidate´s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
