POSITION GENERAL OBJECTIVES

The MADAD Head of Project will be responsible for:

  • Planning and monitoring of the implementation of the MADAD project, ensuring that activities are met according to the contractual agreements and the quality standards of Action Against Hunger; Project team structuration and capacity building; Project reporting and archiving; Collaboration with the support Departments for budget, procurement and human resources follow-up;
  • Ensure quality intervention with a MEAL plan and follow-up;
  • Contribute to the coordination of the project and to represent Action Against Hunger in the Bekaa, and participate in WaSH sectorial development.

Key activities in your role will include

POSITION SPECIFIC OBJECTIVES AND TASKS

Objective 1: To ensure timely and quality implementation of MADAD project at a base level (60%)

Tasks

Field Activity Implementation

  • Prepare and update the project workplan, in coordination with the Programme Manager, project team, Hygiene Promotion team, MEAL team, and support Departments, to make sure that project activities and objectives are met;
  • Plan and supervise all the technical assessments;
  • Provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan;
  • Plan and collect systematically the means of verification for the project (attendance sheets, distribution list of beneficiaries, etc.);
  • Guarantee a close follow-up of the project activities with the field team, service contractors and suppliers;
  • Be responsible for the technical follow-up of the activities and compliance with engineering standards;
  • Flag to her/his line manager delays or deviation on the activities;
  • Prepare project materials alongside with the teams, such as IEC, training modules, workshops, etc.;
  • Ensure proper handover of the infrastructures to the local partners;
  • Plan and organize other project requirements such as communication and visbility;

Team Management and capacity building

  • Divide the tasks and responsibilities between team members according to programmes needs, including delegation systems;
  • Ensure that responsibilities and functional relations are clear within the team and regularly revised;
  • Follow-up and evaluate staff performance;
  • Support the staff under line management in developing project planning, weekly planning, monthly planning;
  • Identify training needs and gaps within the team;
  • Guarantee the continuous motivation of the team;
  • Ensure staff capacity development according to the programmes needs and staff expectations (training plan, capacity development plan, etc.);
  • Provide regular coaching and feedback sessions, with adequate updates on progress against development plan and new objectives;

Archiving

  • Ensure proper archiving of all the means of verification of the project and other technical project documentation (soft and hard copies);
  • Proper use of the Action Against Hunger online platform to archive key project documentation;
  • Regular back-up copy;

Reporting

  • Determine reporting processes with the field team (weekly and monthly);
  • Ensure technical reporting of the activities;
  • Provide verbal and written reports (APR and donors report) to the WaSH Programme Manager for the MADAD project (including Hygiene Promotion component in collaboration with the HP team);

Budget Management

  • Ensure a proper forecast and budget follow-up of the MADAD project, in close coordination with the Hygiene Promotion team and Admin Department;

Logistics and Supplies Management

  • Ensure timely procurement of goods and services for the project, according to the procurement plan;
  • Work in close collaboration with the Logistics Department to identify suppliers and follow-up the contracts;
  • Participate with Logistics in tender processes;
  • Update the procurement plan in collaboration with the Logistics Department;
  • Be responsible for the program and Action Against Hunger´s equipment;
  • Maintain and ensure proper project asset register;
  • Use the internal tools and processes for procurement and stock follow-up;
  • Prepare a weekly transportation request and planning for her/his team;

HR Management

  • Ensure the compliance of working conditions while in office or in the field with respect to Action Against Hunger code of conduct and standard operating procedures for the area of operations;
  • In collaboration with HR Department, ensure staff recruitment, induction and integration;
  • In collaboration with HR Department, conduct the appraisal for the team members.

Objective 2 : To ensure a proper Monitoring, Evaluation & Learning of the MADAD project (10%)

Tasks

  • Follow-up the MEAL plan and project indicators, in coordination with MEAL Department;
  • Keep updated the beneficiary list and other project database;
  • Support the staff under line management in integrating MEAL activities;
  • Ensure proper communication of the hotline and feedback mechanisms;
  • Use the internal processes for referral and follow-up, in collaboration with MEAL team;
  • Encourage and train the field team to ensure accountability towards beneficiaries;

Objective 3: To contribute to the Coordination and Representation (20%)

Tasks

Internal

  • Ensure excellent coordination with Hygiene Promotion team;
  • Provide ideas to improve collaboration, coordination and performance within the team and with other Departments;
  • Regular and transparent communication with her/his line manager;
  • Report possible problems or conflict during the activities or within the team or the base;

External

  • Ensure project coordination for the consortium, participating in coordination meeting and reporting to the lead organization;
  • Direct communication with local authorities and beneficiaries;
  • Represent Action Against Hunger in technical humanitarian platform when requested by her/his line manager;

Objective 4: To contribute to the comprehension and support to the implementation of WaSH strategy (10%)

Tasks

  • Follow-up the WaSH strategy at base level, based on WaSH Coordinator and Deputy Operations Coordinator´s guidance;
  • Collect and share information on WaSH sector and the living conditions of the populations;
  • Identify the needs of the vulnerable populations and participate in the discussion and design of the interventions;
  • Actively coordinate with other agencies implementing WaSH projects in the area;
  • Represent Action Against Hunger in WaSH meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers;
  • Deliver report reflecting the WaSH situation in the targeted area with proposed solutions upon request by the line manager;
  • Active participation in the WaSH Department structure and functional relations;

Objective 5: Security

  • Respect the security rules specified in the mission and base security plan, ensure that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security manager of the working location any security related information or noncompliance with the security plan
  • Report on any security incident to the security manager;

Objective 6: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee´s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee´s abilities.

Do you meet the profile required criteria ?

KNOWLEDGE AND EXPERIENCE REQUIRED:

Training/ Education:

  • Degree and/or Master Degree in water Engineering (preferred) or other relevant engineer degree. Development or Humanitarian courses appreciated.

Profile:

  • Dynamic, good team player, result oriented and professional humanitarian aid worker with experience in WaSH interventions. We are looking for a problem solver, with a flexible mind-set, the ability to deal with practical WaSH solutions and to think strategically. Strong staff management and leadership skills, and very good communication ability are also strong assets.

Technical specific knowledge or experience:

  • Excellent WaSH engineering knowledge and experience (construction and rehabilitation);
  • Experience in working with service contractors;
  • Significant experience in working in collaboration with local partners, government bodies, INGOs and donor agencies;
  • Excellent knowledge of project cycle management;
  • Knowledge or experience working in consortium is appreciated;
  • Experience working in integrated programmes;
  • Basic knowledge on Hygiene and Health is a plus.

Previous experience:

  • At least 3-year experience working in programme management positions in humanitarian and development organizations in the WaSH sector;
  • Demonstrable experience managing a field team;

Humanitarian sector knowledge:

  • Mandatory

Action Against the Hunger knowledge:

  • A plus

Languages:

  • English and Arabic mandatory

IT and specific systems:

  • Strong computer skills in Office environment and data management (Word, Excel, Outlook). Master Autocad and other engineering software.

Mobility (national/ international):

  • National

REMUNERATION PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Based in: Zahle
  • Area: WASH
  • Formal work contract: 6 Months
  • Salary: from 1873 USD to 2226 USD gross per month according to candidate´s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
